Are these TDS tools?
No. These are independently maintained open-source projects. TDS supplies selection notes and links to the original maintainers; downloads and support come from those projects.
Does open source mean every model or cloud service is free?
No. Check the specific code license, model license and service terms. Ollama models can have separate licenses; Upscayl Desktop and Upscayl Cloud are different products.
